The article deals with legal and regulatory systems regarding home sewage treatment  and how they influence water quality.  The framework is complex, with overlapping responsibilities among the U.S. EPA and Ohio EPA (surface water division); state and local health departments; Phase II communities; and private sewage systems manufacturers, installers, and waste haulers.
